ORLANDO, Fla. -- Orange County and the University of Central Florida are working together to prevent underage drinking. A special committee met on Friday to discuss prevention.
Steve Sullivan owns the bar Cowboys. He said his bar has an electronic ID scanning system to help them spot someone with a fake ID.
"We use this system to help us determine whether the ID is authentic, or not authentic," Sullivan said. "So we cut down that human error factor so we're more responsible."
UCF Police said they have educational programs on campus to help prevent underage drinking. Off campus, police work with vendors to make sure they are not serving anyone younger than 21.

A ribbon-cutting, whip, country music and line dancing highlighted the grand reopening of the Cheyenne Saloon in downtown Orlando on Thursday.
If downtown Orlando is going to be known for its nightlife again, it could be the first two-step. The Cheyenne Saloon welcomed a huge crowd for its reopening with a performance by country music band Lonestar.
"It's just a great facility, and it means a lot to have something like this back up and running in downtown Orlando," Cheyenne cofounder Dick Milano said.
UCF students Melissa McAvoy and Kevin Harrell don’t only love electronic music, they have made it their mission to develop a scene for drum and bass and jungle music in Orlando.
Over the past year McAvoy, a marketing major, has developed Jungala, a “mobile distribution unit” that sells drum and bass records, incense and other products. She runs her business mainly over the Internet and she also sets up shop at different music events and concerts.
McAvoy met Harrell, also known as DJ “Circle K” in 1999 at EhJay’s, a local club that has since shut down. Harrell was a resident DJ at the club during its longest span of weekly drum and bass shows, and the two shared a mutual passion for the music.

Let me tell you, this lineup is pretty damned good. I've had the privilege of not only seeing the headliners, Mirror Pal, play a few times, but also hanging out with them. The one thing I can definitively say about the entire band is that they let their music reflect their love of life, and it comes out as a beautifully correlative sound from independent directions. These guys do nothing short of jam you out into the dance floor. They make a sound you have to feel. So if you had anything to do on the 16th, you might want to change your plans and come see an amazing show. It's way cheap, and probably one of the most talented set of local bands in one place that you'll see all year.
This entire lineup will undoubtedly prove to rock out your night in a stellar fashion. So come chill with us at Backbooth on the 16th, and rejuvenate your life. If you haven't experienced the allure of any of these bands, you can check out any of their myspace's and see what they're all about.

I guess by now you've figured out the theme of this week's section. But when it comes to nightlife, it's hard to call out an end-all-be-all best in town. Not because I'm wishy-washy, far from it. It's because the nightlife scene is ever-changing -- clubs go out of business constantly, and bars change events and motifs more than I change . . . well, you know the saying.
Point is, the nightlife scene moves as hard and fast as its patrons. But being the opinionated bar hopper I am, that's not going to stop me from giving you my two cents.
In a couple of categories, including gay/lesbian bar, which is kind of in flux right now, you won't see a defined favorite. Three bars that do well (and I mean are still in business) are Savoy, Paradise and of course, Parliament House, all in Orlando. Another category I'm holding off on is best wine bar, since the demise of Global Grape Wines, which would have taken the prize. Right now I can say Brix Eurobistro is strong. But for now:

The first of several new businesses at Church Street Station debuts next week when Dolce Nightclub replaces the pink-themed, socialite-studded Club Paris.
The club's owner is closing the book on his rocky association with hotel heiress Paris Hilton. Fred Khalilian and a new investor, Manny Vivar, are hoping Orlando clubgoers are ready for something a bit more sophisticated. The Italian-themed Dolce Nightclub will shy away from hip-hop and even feature jazz and live piano music during happy hour.
"Anything to do with Paris Hilton is out the door," Khalilian said, who had 175 pieces of furniture reupholstered. "All the pink is gone." Two other businesses -- the nightclub Bliss and the Orlando Improv comedy club -- have remained open at Church Street Station during the recent change in ownership and subsequent renovations.

Orlando has a story to tell about its new downtown venues, but the plot is so convoluted it could cost $35 million or more to unravel the tale. That's how much extra the city could pay in borrowing costs to raise the nearly $1.1 billion needed to build a new arena and performing-arts center and refurbish the Florida Citrus Bowl.
Here's the problem: Lenders like simple transactions, but the finance plan that Orlando hopes to launch as early as October is complex, relying on multiple funding sources and repayment schedules. So, to calm lender worries, Orlando expects to pay higher interest and insurance rates, as well as higher fees to the underwriters, or the people who will sell the bonds. The underwriters have a term for such a deal: "story bonds" -- as in, you have to tell the story behind the bonds to make the sale.
The Orange County Comptroller's Office estimates the additional costs of Orlando's story bonds at a minimum of $35 million over the life of what promises to be 30 years' worth of debt. The calculation was made at the request of the Orlando Sentinel.
"We don't know what it will be for certain until we get there [the sale]," said Jim Moye, deputy Orange County comptroller. Even the city's chief financial officer, Rebecca Sutton, concedes the deal won't be cheap.
